This position supports the US Navy at the Aircraft Carrier Planning Activity (CPA) at Norfolk Naval Shipyard in Portsmouth, Virginia.  The CPA’s mission is to develop and execute aircraft carrier life cycle maintenance plans that enable the ships to achieve their 50-year design life. 
The Life Cycle Maintenance Analyst assists CPA engineers, engineering technicians, and ship life cycle managers by gathering, organizing, analyzing and interpreting maintenance data in order to support decisions that impact the Aircraft Carrier Class Maintenance Plan (ACCMP). The individual must be capable of working independently on complex data analysis projects, and must have good communication skills.
Typical work requirements include:
  • Provide analytical support for cognizant systems to PMS 312, TYCOM, NAVSEA and other activities involved in aircraft carrier maintenance.
  • Conduct analysis of ship systems to determine maintenance effectiveness and cost trends for availabilities using data obtained from corporate databases such as OARS and AIM.
  • Conduct analysis of availabilities at the 3 digit Expanded Work Breakdown Structure (ESWBS) level utilizing maintenance data to determine the cost of conditional maintenance.
  • Participate in supportability assessment workgroups for new and modified systems to include analysis description, APL comparison and maintenance support.
  • Update/review and submit ESWBS forms for impacted or modified ship systems.
  • Conduct ship system data collection, screening and submittal of Class Maintenance Plan coded items for Navy Fleet Maintenance Effectiveness Review (MER) conferences.
  • Assist with development of the CVN68 and CVN78 Class Maintenance Plans (CMP), Technical Foundation Papers, and documentation to support the Department of the Navy’s Program Objective Memorandum (POM) submittal.
  • Assist with development of maintenance strategies that incorporate Reliability Centered Maintenance (RCM) criteria.
  • Develop and deliver technical briefings on cognizant system issues to the Planning Yard Program Review (PYPR), Life Cycle Maintenance Group (LCMG) and other conferences or meetings as requested.
Experience Requirements:
  • Proficient in MS Office, with particular expertise in data management (i.e. MS Excel and MS Access).   
  • Experience relevant to the tasks outlined above.
  • Knowledge gained through:
    • shipboard engineering (hull, mechanical or electrical) experience, with at least one tour in a CVN68 class aircraft carrier, OR
    • shipyard planning/integration experience (Naval or private), OR
    • complex database management/analysis experience relevant to the position requirements.
Desired experience includes:
a.   Ship wide knowledge of aircraft carrier systems (nomenclature, configuration, and principles of operation).
b.  Availability / work package planning.
c.  Knowledge of shipyard project teams (Completion of shipyard Project Management College (PMC) is a plus).
d.  Reliability Centered Maintenance (RCM).
e.  Working knowledge of the 3-M system (Navy NEC 9517 is a plus).
 Educational Requirements: 
  • Associate degree or higher
