This position supports the US Navy’s Aircraft Carrier Program Executive Officer (PEO Aircraft Carriers) from worksites in Newport News, Virginia and in Norfolk, Virginia.  Technical direction will be provided by the In-service Carrier Program Office, Principal Acquisition Program Manager for Cyber-Security (PMS 312I).
The incumbent will assist with planning, design and implementation of new and improved cybersecurity solutions on Information Technology (IT) and Platform IT (PIT) systems and their networks, including but not limited to the installation, configuration, testing, and management of the system’s environment, in support of PEO Aircraft Carriers programs from either Newport News Shipbuilding’s facilities in Newport News or from other contractor facilities in Norfolk.
The position requires knowledge of aircraft carrier IT and PIT systems.It also requires expertise in applying principles and techniques of systems analysis; process engineering concepts; working knowledge of cybersecurity instructions, directives and concepts; network management methods; network enterprise architecture; bandwidth management concepts; work flow concepts; technical documentation preparation; briefing preparation; and project management principles.
The incumbent will also manage a large and complex network (providing shore-based support to ships in overhaul) including assessing its performance, providing reports to leadership, presenting recommendations for adoption of new methodologies, and establishing security practices.
The incumbent must demonstrate the skill and bearing to serve as the PMS 312I representative or liaison in meetings with senior Navy officials. 
The incumbent must be proficient in MS Office applications.

Duties and qualifications, identifying both essential and marginal duties: 
Provide technical support for IA documentation, certification and testing of automated information systems. This will include:
  • Support PMS 312I in the collection of requirements and the development of a Concept of Operations (CONOPS) for the In-Service Carriers Cybersecurity Command Operations Center (CCOC) concept.
  • Oversee and monitor the navigation, ship control and other non-tactical shipboard networks for compliance with cybersecurity directives.
  • Consult with the government Program Manager to identify requirements for the deployment of CVN networks.
  • Conduct technical business process improvement/reengineering for existing systems and network architecture for assets under PEO Aircraft Carriers’ purview.
  • Work closely with the PMS 312 ISSM on cybersecurity matters.
  • Develop or update technical documentation needed to support CVN networks.
  • Provide technical analysis to define and maintain system and network architecture and infrastructure.
  • Develop systems and network, testing, backup and recovery procedures.
  • Develop briefings, point papers, and other documentation necessary to convey proposed information technology solutions to decision-makers.
  • Develop and document contingency and recovery plans.
Provide support to the government Program Manager for a proposed LAN to serve aircraft carrier pre-commissioning unit (PCU) requirements.

Experience Requirements:
  • 8 or more years of experience in shipboard networks, information assurance and cybersecurity compliance.  Experience may be gained in a significant shipboard supervisory position or in a waterfront support role.
  • Understanding of shipboard non-tactical networks
  • CompTIA Security+ certification within 6 months of hire
  • (desired) CISSP certification or an equivalent (or in progress)
  • (desired) Microsoft Windows 7/10 configuration certification
  • (desired) Prior service as an Information Systems Security Manager (ISSM)
Educational Requirements:
  • BA/BS degree
